Raul Alvarez
City Manager

Mr. Raul Alvarez joined the City in 2023 as City Manager. A product of the City of Montebello, he attended Montebello Intermediate and is a graduate of Montebello High School. Mr. Alvarez has a degree in Political Science from UCLA and a Master’s in Public Administration from California State University, Long Beach. Additionally, he has an Executive Education Certificate in Social Innovation from the Sol Price Center of Social Innovation at the University of Southern California.

Professionally, Mr. Alvarez brings more than 15 years of experience in state and local government. He previously served as Assistant City Manager for the cities of Huntington Park and Lynwood where he assisted in providing municipal services to residents and organizational management of these agencies. Prior to these positions, Mr. Alvarez was the District Director and Senior Advisor to California State Assembly Speaker Anthony Rendon. Mr. Alvarez began his career working for Los Angeles, County Supervisor Gloria Molina serving a Deputy in the San Gabriel Valley.

Arlene Salazar
Assistant City Manager

Ms. Salazar joined the City as Assistant City Manager in 2019 becoming a member of the City’s new Administration Leadership team. She holds a Bachelor’s Degree in Organizational Leadership and a Master’s Degree in Business Administration. Prior to her employment with the City of Montebello she worked for the cities of Pico Rivera, Downey, Chino and Norwalk.

Ms. Salazar has worked in municipal government for 30 years in a variety of managerial and executive level positions in multiple municipalities. She has been awarded various certificates in specialty training, recognition for service and commendations for excellence in the profession of public service. Ms. Salazar is a member of community service organizations including the Montebello Rotary. She strives to balance her professional obligations with her duties as a mom and enjoys travel adventures and outdoor activities.
